  • Consider scheduling a public hearing for October 19, 2021 on the Town's opt- out/opt-in option for marijuana dispensaries and/or consumption sites.
  • Consider approving and authorizing the Town Clerk and Town Supervisor to sign the Collector's Warrant for the September 1, 2021 to February 28, 2022 billing cycle for the Water District in the amount of $160,249.11.
  • Consider the permanent appointment of Steven Latchaya to the position of Laborer in the Water Department.

 

 

Town Board Meeting

Public Discussion on whether the Town should allow dispensaries and consumption sites for marijuana and cannabis products that were legalized by the State.

  • 1. Consider authorizing the use of funds from the American Rescue Plan Act for the following purchases as recommended by the Fiscal Officer.
  • 2. Consider establishing and initial funding for the capital accounts for SAM grant projects and Dillenbeck Pump Station as set forth in the Fiscal Officer's memorandum.
  • 3. Consider budget amendments and transfers as set forth in the Fiscal Officer's memorandum.
  • 4. Consider approving the proposed settlement of tax certiorari proceedings for 2019, 2020, and 2021 for three apartment buildings at 6113 State Farm Road owned by Brandywine Company, and an apartment building at 1700 Western Avenue owned by Seven Hundred Company.

  • 6. Consider scheduling a public hearing, pursuant to NYS Town Law 202, on the Assessment Roll for the Guilderland Sewer Improvement Area for October 5, 2021 at 7:00pm as recommended by the Superintendent of Water & Wastewater Management.
  • 7. Consider scheduling a public hearing, pursuant to NYS Town Law 202-A, on the Assessment Roll for the Guilderland Sewer Improvement Area for October 5, 2021.
  • 8. Consider authorizing the solicitation of bids for rebuilding filters, flocculators, and backwash piping at the water filtration plant as recommended by the Assistant Superintendent of Water & Wastewater Management.
  • 9. Consider scheduling a public hearing for October 5, 2021 at 7:10pm on extending the moratorium on programmable digital signs from October 6, 2021 to January 6, 2022.

Town Board Meeting

The agenda for this Meeting of the Town Board can be found here and has 11 items as well as 2 Public Hearings and a Supervisor's Update:

  • Public Hearing @ 7pm Consider adopting amendments to Local Law No. 7 of 2017 for the Pine Bush Senior Living PUD located at 24 New Karner Road, which, among other changes, will replace 96 proposed independent senior housing units with 86 proposed mixed-income affordable senior housing units financed under the State's NY Homes and Community Renewal program.

    What has been an issue here is whether or not the amended Law No. 7 will include the 56 Assisted Care Units and the 40 Memory Care Units that were proposed in the original project. An attached document in the Town Board's Agenda Packet indicates those units will be built in Phase 2.
     
  • Public Hearing @ 7:15pm Consider extending water and sewer district service for the approved Fuller Station Road subdivision.

Agenda:

  1. Consider adopting a proposed resolution calling for passing of the For the People Act by the United States Senate.
  2. Consider approving the proposed settlement of tax certiorari proceeding regarding assessments for 2017 through 2021 on an educational facility at 1180 Berne Altamont Road resulting in a tax refund of $3,277.00 as recommended by the Assessor.
  3. Consider authorizing the Supervisor to sign the Statement of Intent for the Town's participation in the Stormwater Coalition of Albany County, and the payment of 2022 annual membership fees in the amount of $19,146.
  4. Consider waiving building permit fees for repair work at 1385 Kings Road due to a fallen tree as recommended by the Chief Building & Zoning Inspector.
  5. Consider waiving building permit fees for the demolition of the Crounse House, 759 Route 146 as recommended by the Chief Building & Zoning Inspector.
  6. Consider waiving building permit fees for a temporary sign for the First United Methodist Church of Voorheesville as recommended by the Chief Building & Zoning Inspector.
  7. Consider adopting new fee schedule for mass gathering permit, dog license and park, and certificate of residency as recommended by the Town Clerk.
  8. Consider approving budget transfers to correct data entry errors as recommended by the Comptroller's Office.
  9. Consider approving the appropriation of $400,000.00 from Water Repair Reserve (R7) for an emergency water repair as recommended by the Comptroller's Office.
  10. Consider approving the appropriation of $65,000.00 from Sewer Equipment Reserve (R6) for new generators and related equipment as recommended by the Superintendent of Water & Wastewater Management.
  11. Consider cancelling the Town Board's September 7, 2021 meeting.

  • Public Hearing - Consider adopting amendments to Local Law No. 7 of 2017 for the Pine Bush Senior Living PUD located at 24 New Karner Road, which, among other changes, will replace 96 proposed independent senior housing units with 86 proposed mixed-income affordable senior housing units financed under the State's NY Homes and Community Renewal program.
  • 1. Consider adopting a SEQRA resolution which allows for the use of remaining NYS Environmental Facilities Corp.'s grant funds and Water Department reserves from the completed Town of Rotterdam interconnection project for the reconstruction of existing equipment at the water treatment plant and installation of a backwash supply line from the on-site water storage tank to the water treatment plant.
  • 2. Consider adopting a resolution which authorizes the Town Supervisor to sign documents which allows the NYS Department of Transportation to construct new and/or adjust the Town's water and sewer infrastructure as part of DOT's safety project at the Carman Road and Lydius Street intersection, including the construction of a roundabout and sidewalk.
  • 3. Consider adopting the proposed resolution in support of the Western Avenue Pedestrian Safety Improvements project for the proposed sidewalk from Devonshire Drive to Mercy Care Lane.
  • 4. Consider adopting the proposed resolution in support of the West Old State Road project for the proposed sidewalk from Garden View Drive to Regina Drive.
  • 5. Consider approving the installation of stop signs on Ridgehill Road at its intersection with West Highland Drive and on Graylon Place at its intersection with Fletcher Road as recommended by the Traffic Safety Committee.
  • 6. Consider adopting a resolution establishing standard work and earned retirement days for Elizabeth Markham and Christopher Longo as recommended by the Comptroller.
  • 7. Consider scheduling a public hearing for August 3, 2021 at 7pm for the Water and Sewer District extension for the Fuller Station Road as recommended by the Department of Water & Wastewater Management.
  • 8. Consider approving the reapportionment of $25,982.87 from the Water Equipment line to the Senior Transportation Equipment line to execute and fund the agreement through the 5310 Senior Bus Grant program and secure a new bus for our Senior Center as recommended by the Town Comptroller.

As of 07/01/21 all Town meetings will be in-person meetings held at the Town Hall with no restrictions regarding COVID 19. The Town administration has yet to announce whether or not town residents will be able to call in to meetings with comments.

This meeting has 4 items, including discussion regarding the Pine Bush Senior Living PUD (Planned Unit Development), on New Karner Road, and will be held via Zoom at 7pm:

  • Consider approving the Highway Department's use of $41,988.00 in Consolidated Local Street & Highway Improvement Program (CHIP) funds for the purchase of a 3-ton asphalt roller form Milton Cat under NYS Office of General Services' contract, as recommended by the Highway Superintendent.
     
  • Consider adopting a resolution and SEQRA (State Environmental Quality Review Act) determination regarding the resolution dated May 15, 2018, which accepted NYS Environmental Facilities Corp.'s (EFC) grant funding of $2,372,863 or 60% and the Town's contribution of Water reserves in the amount $1,581,908.00 or 40% of the costs to construct a permanent interconnection (pump station and meter) between the Town of Guilderland and the Town of Rotterdam, construct a transmission line between West Lydius Street and West Old State Road, and refurbish the existing Fort Hunter Water, and allow EFC's remaining grant funds and the Town's remaining committed reserve funds for reconstruction of existing equipment inside the water treatment plant and installation of a backwash supply line from the on-site water storage tank to the water treatment plant.
     
  • Consider scheduling a Public Hearing for June 15, 2021 at 7pm on proposed amendments to Local Law No. 7 of 2017 for the Pine Bush Senior Living PUD located at 24 New Karner Road, which, among other changes, will replace 96 proposed independent senior housing units with 86 proposed mixed-income affordable senior housing units financed under the State's NY Homes and Community Renewal program.

  • Consider approving the proposed settlement of the tax certiorari proceeding challenging the 2019 and 2020 assessment by Guilderland Court Holdings, LLC for a three-building apartment complex at 2971-2979 West Old State Road, with a possible readjustment of $2,757.07 in Town taxes.
  • Consider approving the proposed settlement of the tax certiorari proceeding challenging the 2020 assessment by Brandle Limited Partnership for a four-building apartment complex at 15 Van Evera Drive and Fairway Limited Partnership for a five-building apartment complex at 950 Altamont Boulevard, with a possible readjustment of $410.59 in Town taxes.
  • Consider authorizing the Water Department to purchase granulated activated carbon from Carbon Activated Corp., the lowest qualified bidder.
