Planning Board Meeting - February 12, 2020

At this meeting, the Guilderland Planning Board accepted the Draft Environmental Impact Statement (DEIS) as complete and decided that the public comment period would officially commence on February 20, 2020 after the latest updated version of the DEIS was posted on the Town's website.

The Planning Board aslos scheduled a public hearing for the DEIS to be held at their March 11, 2020 meeting starting at 6:00 PM.  

However, notice for the public meeting was not published in the Altamont Enterprise until February 27th, so the public hearing for the DEIS will be rescheduled for March 25, 2020 at 6:00PM

An agenda item will be included on the March 11, 2020 Planning Board agenda for the Board to consider rescheduling the public hearing to March 25th. Additionally, the Board will also consider extending the public comment period to April 10, 2020, which would allow a total of 50 days of public comment, where 30 days is the required minimum.

There were 5 items on the agenda for this meeting:

  1. DECISION ONLY for the Draft Environmental Impact Statement (DEIS) for Rapp Road, Mall Ring Road and Western Avenue Development by Pyramid.  If they decide the DEIS is complete, the public comment period on the DEIS will commence and they will consider scheduling a public hearing for March 11.

     

  2. Michael Davidson -- Local Mixed-Use Building -- 97/99 Twenty West Drive

    Continuation from December 11, 2019 and consideration of referral to Zoning Board of Appeals for a site plan review of review for a 12,500 square feet Local Mixed Use Building consisting of a dental office, law office, restaurant and apartment on 1.82 acres in the Local Business (LB) District.

     

  3. Mahoney Two Lot Minor Subdivision -- 3058 Spawn Road

    Continuation from January 8, 2020 of a concept plan review for a two lot minor subdivision of 8.40 +/- acres located in the Residential Overlay (RO) District.  The second lot will require an area variance from Zoning Board of Appeals.

     

  4. John M. McDonald -- 3 Lot minor Subdivision -- 2792 West Lydius Street

    Concept plan review for a 3 lot minor subdivision of 3.3 acres located in the Single-family Residential (R20) District.  This property will be reviewed by Guilderland Conservation Advisory Council on Monday, which will not have its report done yet by this meeting.  At this meeting the Planning Board will determine whether the concept plan meets the submission requirements of §247-8.B.1 of the Town Subdivision Regulations.

     

  5. Great Oaks Office Park Planned Unit Development - 100, 200, 300 Great Oaks Boulevard

    This will be a preliminary site plan review for a proposed change in zone of 16.3 +/- acres from a Business Non-Retail Professional (BNRP) District to a Planned Unit Development (PUD) District to allow construction of 120 apartment units in two separate buildings within the Great Oaks Office Park.  

    They are looking to:

    • build a 5-story building with 78 units and 124 interior parking spaces
    • build a 4-story building with 42 units and 32 interior parking spaces

    • modify the existing parking
      ​​

One of the most interesting things about Great Oaks Office Park Planned Unit Development that was revealed at this meeting is their plans to make these buildings Net-Zero for Carbon and discourage residents from owning their own cars.  The GCRG may in the future host a public event with Great Oaks Office Park management to help the public learn more about their plans.
