Planning Board Meeting - March 11, 2020

The Guilderland Planning Board had originally scheduled a public hearing for March 11, 2020 at 6:00pm, but due to the hearing notice not being published on time in the Altamont Enterprise, the hearing is expected to be rescheduled to March 25 at this meeting.

There are 5 items on the agenda for consideration at this meeting:

  1. Reschedule Public Hearing -- Rapp Road Residential/Western Avenue Mixed Use Redevelopment Projects.

    This public hearing was originally scheduled for this night, but is going to be rescheduled to 2 weeks later to March 25, 2020 at 6:00pm.
     

  2. Reschedule Public Hearing -- Nott Road 3 Lot Minor Subdivision -- 6030 Nott Road from March 25th, 2020 to April 8, 2020 at 7:00pm

     

  3. Change in Zone -- Albany Country Club -- 300 Wormer Road.  

    The Town Board referred a Change of Zone of 89 acres +/- from a Single-Family residential (R20) District to a rural Agricultural (RA3) District. 

    The purpose of the change in zone request is the Albany County Club will be submitting a Country Hamlet project consisting of 549 +/-acres. The 89 acres proposed for the change in zone would be incorporated into the 549 acre Country Hamlet project. Pursuant to §280-14.B of Town Code a Country Hamlet is only permitted in the RA3 and RA5 Districts. At the November 20, 2019 Development Planning Committee meeting the Albany Country Club presented a concept plan proposing a total of 290 units consisting of 100 single-family units, 100 townhome units and 90 multiple-family units.

     

  4. Residential Facility, Independent Living -- Serafini Builders, Inc. -- 2965 West Old State Road.  

    This is a referral from the Zoning Board of Appeals for a 12 unit Independent Living Residential Facility in 3 buildings on 1.1 acres in a Business Non-Retail Professional (BNRP) District.

     

  5. Local Shopping Center -- Hoffman Enterprises -- 27 New Karner Road.  

    This is a referral from the Zoning Board of Appeals for a Local Shopping Center (under 45,000 square feet) on 4 acres in a General Commercial (GB) District.

    This application is a referral from the Zoning Board of Appeals for the Planning Board to conduct a site plan review and provide a report to the Zoning Board. The applicant is proposing to construct a Local Shopping Center, defined in Town Code as a shopping center that is under 45,000 square feet, on 4 acres in a General Business(GB)District.

    The proposed Corporate Circle Plaza will consist of two buildings. One building will consist of retail/flex space and is proposed at 23,000 square feet. The second building will consist of a retail/drive-thru building and is proposed to be 2,500 square feet.

    The site plans indicate a total of 142 parking spaces will be provided for the shopping plaza, where 142 spaces are required.
