This meeting shall include a Public Hearing + 8 other items:

  • Public Hearing - Consider adopting amendments to Local Law No. 7 of 2017 for the Pine Bush Senior Living PUD located at 24 New Karner Road, which, among other changes, will replace 96 proposed independent senior housing units with 86 proposed mixed-income affordable senior housing units financed under the State's NY Homes and Community Renewal program.
  • 1. Consider adopting a SEQRA resolution which allows for the use of remaining NYS Environmental Facilities Corp.'s grant funds and Water Department reserves from the completed Town of Rotterdam interconnection project for the reconstruction of existing equipment at the water treatment plant and installation of a backwash supply line from the on-site water storage tank to the water treatment plant.
  • 2. Consider adopting a resolution which authorizes the Town Supervisor to sign documents which allows the NYS Department of Transportation to construct new and/or adjust the Town's water and sewer infrastructure as part of DOT's safety project at the Carman Road and Lydius Street intersection, including the construction of a roundabout and sidewalk.
  • 3. Consider adopting the proposed resolution in support of the Western Avenue Pedestrian Safety Improvements project for the proposed sidewalk from Devonshire Drive to Mercy Care Lane.
  • 4. Consider adopting the proposed resolution in support of the West Old State Road project for the proposed sidewalk from Garden View Drive to Regina Drive.
  • 5. Consider approving the installation of stop signs on Ridgehill Road at its intersection with West Highland Drive and on Graylon Place at its intersection with Fletcher Road as recommended by the Traffic Safety Committee.
  • 6. Consider adopting a resolution establishing standard work and earned retirement days for Elizabeth Markham and Christopher Longo as recommended by the Comptroller.
  • 7. Consider scheduling a public hearing for August 3, 2021 at 7pm for the Water and Sewer District extension for the Fuller Station Road as recommended by the Department of Water & Wastewater Management.
  • 8. Consider approving the reapportionment of $25,982.87 from the Water Equipment line to the Senior Transportation Equipment line to execute and fund the agreement through the 5310 Senior Bus Grant program and secure a new bus for our Senior Center as recommended by the Town Comptroller.

As of 07/01/21 all Town meetings will be in-person meetings held at the Town Hall with no restrictions regarding COVID 19. The Town administration has yet to announce whether or not town residents will be able to call in to meetings with comments.

This meeting has 4 items, including discussion regarding the Pine Bush Senior Living PUD (Planned Unit Development), on New Karner Road, and will be held via Zoom at 7pm:

  • Consider approving the Highway Department's use of $41,988.00 in Consolidated Local Street & Highway Improvement Program (CHIP) funds for the purchase of a 3-ton asphalt roller form Milton Cat under NYS Office of General Services' contract, as recommended by the Highway Superintendent.
     
  • Consider adopting a resolution and SEQRA (State Environmental Quality Review Act) determination regarding the resolution dated May 15, 2018, which accepted NYS Environmental Facilities Corp.'s (EFC) grant funding of $2,372,863 or 60% and the Town's contribution of Water reserves in the amount $1,581,908.00 or 40% of the costs to construct a permanent interconnection (pump station and meter) between the Town of Guilderland and the Town of Rotterdam, construct a transmission line between West Lydius Street and West Old State Road, and refurbish the existing Fort Hunter Water, and allow EFC's remaining grant funds and the Town's remaining committed reserve funds for reconstruction of existing equipment inside the water treatment plant and installation of a backwash supply line from the on-site water storage tank to the water treatment plant.
     
  • Consider scheduling a Public Hearing for June 15, 2021 at 7pm on proposed amendments to Local Law No. 7 of 2017 for the Pine Bush Senior Living PUD located at 24 New Karner Road, which, among other changes, will replace 96 proposed independent senior housing units with 86 proposed mixed-income affordable senior housing units financed under the State's NY Homes and Community Renewal program.

  • Consider approving the proposed settlement of the tax certiorari proceeding challenging the 2019 and 2020 assessment by Morgan Guilderland Shopping Center LLC for a 16,500sf neighborhood shopping center at 457 Route 146, with a possible readjustment of $3,105.96 in Town taxes.
  • Consider approving the proposed settlement of the tax certiorari proceeding challenging the 2019 and 2020 assessment by Guilderland Court Holdings, LLC for a three-building apartment complex at 2971-2979 West Old State Road, with a possible readjustment of $2,757.07 in Town taxes.
  • Consider approving the proposed settlement of the tax certiorari proceeding challenging the 2020 assessment by Brandle Limited Partnership for a four-building apartment complex at 15 Van Evera Drive and Fairway Limited Partnership for a five-building apartment complex at 950 Altamont Boulevard, with a possible readjustment of $410.59 in Town taxes.
  • Consider authorizing the Water Department to purchase granulated activated carbon from Carbon Activated Corp., the lowest qualified bidder.
  • Consider waiving the building permit fees associated with fire damage at 300 LaGrange Lane.
  • Consider waiving the building permit fees associated with fire damage at 1136 Meadowdale Road.
  • Consider authorizing the Town Clerk and Town Supervisor to sign a collector's warrant for the Guilderland Water District in the amount $463,824.97.

Town Board Virtual Meeting

At this Virtual Meeting of the Town Board, held via Zoom, there will be 2 items to consider Public Hearings in the near future - a future hearing of the Police Reform Committee and the other will be a future hearing to consider extending the moratorium on programmable digital signs. In addition, there will be 6 items to propose the settlement of property tax cases. The agenda can be found here.

  • Consider appointing Mario Hluch as a police officer as recommended by the Chief of Police.
  • Consider appointing Robert A. Murphy, Jr. and reappointing David Carpenter as members of the Ethics Board.
  • Consider adopting the standard work and retirement days earned for certain elected and appointed officials. 
  • Consider awarding the contract for the removal of the Town's communication tower at 1180 Berne Altamont to Pyramid Network Services, LLC in the amount of $62,940.00 as recommended by the Chief of Police and waiving the demolition permit fees as recommended by the Chief Building Inspector.
  • Consider authorizing the Town to file an application under National Grid's "10,000 trees ...and Growing" program to fund the replacement of trees damaged in the October 2020 windstorm as recommended by the Director of Parks & Recreation.
  • Consider scheduling Household Hazardous Waste Disposal Days for Saturday, April 3rd and Saturday, October 2nd from 8am to 2pm as recommended by the Transfer Station.
  • Consider scheduling a public hearing for March 2, 2021 at 7:00pm on the proposed action prepared by the Police Reform & Reinvention Collaborative Committee. Pursuant to the Governor's Executive Order, the action plan must be adopted by the Town Board by April 1, 2021.
  • Consider scheduling a public hearing for March 16, 2021 at 7:00pm on a local law extending the moratorium on programmable digital signs for an additional six months to October 6, 2021. The moratorium currently expires on April 6, 2021.
  • Consider approving the reapportionment of $100,000 from R1 (General Reserve) and $5,082.99 from R8 (Sidewalk Reserve) to H30 (Western Avenue Sidewalks) to fund the construction of the new sidewalk on Western Avenue from Devonshire Drive to the Guilderland Public Library as recommended by the Town Comptroller.
  • Consider approving the proposed settlement of the tax certiorari proceeding involving office buildings at 2 & 4 Executive Park Drive (Stuyvesant Plaza) with a possible readjustment of $1,419.73 in 2020 and 2021 Town property taxes as recommended by the Assessor.
  • Consider approving the proposed settlement of the tax certiorari proceeding involving an office building, with a bank, at 1450 Western Avenue (Delta Properties LLC) with a possible readjustment of $2,590.34 in 2021 Town property taxes as recommended by the Assessor.
  • Consider approving the proposed settlement of the tax certiorari proceeding involving a vacant parcel at 19-27 New Karner Road (Plaza Guild and Karner27to31, LLC) with a possible readjustment of $60.44 in Guilderland Town Board Page 2 of 3 Meeting Agenda - 02/16/21 2021 Town property taxes as recommended by the Assessor. 
  • Consider approving the proposed settlement of the tax certiorari proceeding involving a riding stable (10.64 acres) at 5940 Veeder Road (Halsdorf) with a possible readjustment of $532.93 in 2020 and 2021 Town property taxes as recommended by the Assessor.
  • Consider approving the proposed settlement of the tax certiorari proceeding involving a 5-unit apartment building at 65 East Highland Drive (Brower) with a possible readjustment of $1,093.05 in 2020 and 2021 Town property taxes as recommended by the Assessor.
