- Bottisti, Staats & Messere Two Lot Minor Subdivision -- 300 Prout Lane, Guilderland
The Applicant is proposing a two lot minor subdivision of 43.24+/-acres of land located in the Single-family Residential (R40) District.
The project is located within an area recommended for Full Protection in the 2017 Management Plan Update for the Albany Pine Bush Preserve. Given its Full Protection recommendation and location contiguous to lands protected by the State of New York, dedicated to the APBP, and part of a National Natural Landmark, the Albany Pine Bush Preserve Commission Technical Committee requested that a Full Environmental Assessment Form (FEAF) be completed.
Curiously, the State Environmental Quality Review (SEQR) Determination and Classification form in the Agenda Packet says the Full Environmental Assessment Form was prepared for the project by the Town Planner, Kenneth Kovalchik, and not the applicant.
The SEQR Determination and Classification form is also recommending the project be an Type 1 Unlisted Action because "The proposed project will not have a significant effect on the environment and therefore does not require the preparation of an Environmental Impact Statement." Presumably this form was also prepared by the Town Planner for the Planning Board Chairman to sign.
However, only a Short Environmental Assessment Form is included in the Agenda Packet and it is mostly blank. The subdivision application in the Agenda Packet is also mostly blank.
- Gleason 3 Lot Minor Subdivision - 6630 Fuller Station Road
The applicant is proposing a 3 lot subdivision of 36.6 acres+/-of land located in the Agricultural (AGR) District with wetland deed restrictions and an illegal apartment that will be made legal
Lot 1 would consist of 8.53 acres and is undeveloped land and is proposed to be accessed from Western Turnpike.
Lot 2 would consist of 20.72 acres and contains existing horse barns, with an apartment that has not been permitted with the Town. For some reason, the existing illegal apartment would be legalized as part of the subdivision approval the apartment should be legalized.
Lot 3 would consist of 7.33 acres and contains an existing single-family residence.
Lot 2 and Lot 3 would be accessed from Fuller Station Road, each lot with its own driveway.
- Stor-Away at Western Ave, LLC - Self Storage Facility - 2501 & 2505 Western Avenue
This is a Zoning Board of Appeals referral for a site plan review of a self storage facility consisting of 4 buildings (temperature and non-temperature controlled) on 2.66 +/- acres located in the Local Business (LB) District.
The applicant is proposing the redevelopment of the former Governors Motor Inn at 2505 Western Avenue. The property is now currently owned by the Albany County Land Bank and is under contract by Store Away at Western Ave, LLC.
Store Away at Western Ave is envisioned to be a self-storage center consisting of 4 buildings. Three of the buildings will consist of non-temperature-controlled drive up units while the fourth larger building will be a mix of non-temperature controlled and temperature controlled units. There will be a mix of units offered ranging in sizes from smaller 5’ Wide x 10’ Deep units with the largest units being 10’ Wide x 30’ Deep. There will be office space / store front located in the larger building.
