Town Board Organizational Meeting

An Organizational Meeting of the Guilderland Town Board shall take place on January 7, 2025 at the Town Hall. At this meeting all the members of the Town Board shall be sworn in and a Regular Meeting will immediately follow, starting at 7:00pm:

Organizational Meeting

  1. Consider approving Schedule A's listing of appointments and authorizing the Town Supervisor to make provisional appointments.

  2. Consider adopting Schedule B's Town 2025 calendar for meetings of the boards and committees, and holidays.

  3. Consider adopting Schedule C's designation of Fire Wardens, Fire Investigation Team, and Fire Inspectors for 2025.

  4. Consider adopting Schedule D's designation of Town Board members and officials as liaisons for 2025.

  5. Consider authorizing the use of 2025 IRS approved mileage rates for reimbursing Town employees when authorized to use private vehicles on Town business.

  6. Consider approving proposed 2025 vendor overtime rates for the Police Department.

  7. Consider approving proposed 2025 rates for the Emergency Medical Services Department.

  8. Consider designating Adirondack Mountain Engineering, PC; Barton & Loguidice, DPC; Boswell Engineering; CHA Consulting, Inc; Creighton Manning; Delaware Engineering, DPC; Greenman-Pedersen, Inc.; Insite Northeast Engineering & Land Surveying, P.C.; Lansing Engineering, PC; and Spectra Environmental Group, Inc. as Town-designated engineers.

  9. Consider designating First National Bank of Scotia, Key Bank, Citizens Bank, Pioneer Commercial Bank, NBT Bank and M&T Bank as the Town's official depositories.

  10. Consider authorizing the Town Supervisor and Town Comptroller to invest Certificates of Deposit in designated official depositories with a third party holding the securities.

  11. Consider authorizing the Town Supervisor and Town Comptroller to sign checks for the Town.

  12. Consider designating the Town Supervisor as Affirmative Action Officer.

  13. Consider designating the Town Supervisor as Emergency Response Officer.

  14. Consider adopting the list of Town officers and employees who are required to file an annual statement of disclosure under the Town's Ethics Law ("Exhibit A").

  15. Consider designating The Altamont Enterprise and Times Union as the Town's official newspapers.

  16. Consider appointing MMB & Co. to conduct annual Town audits, as requested by the Comptroller.

  17. Consider annual review and approval of the Town's investment policy, as requested by the Comptroller.

  18. Consider annual review and approval of the Town's procurement policy, as requested by the Comptroller.

  19. Consider annual review and approval of the Town's purchasing policy, as requested by the Comptroller.

  20. Consider establishing petty cash funds for Town departments, as requested by the Comptroller.

Public Comment

Regular Meeting Agenda

  1. Consider determining the land use and dwelling unit densities, pursuant to Zoning Code § 280-17(E)(4), for the proposed Foundry Square Planned Unit Development, as recommended by the Town Planner.

  2. Consider appointing Emily Shafer to the permanent position of Laborer in the Water Department, as recommended by the Personnel Assistant.

  3. Consider accepting equipment donations for the Western Turnpike Golf Course, including a reel grinder, with an approximate value of $10,000, from the Long Island National Golf Course, and a skid street grapple attachment, with an approximate value of $1,000, from the Cold Spring Country Club, as recommended by the Golf Superintendent.

  4. Consider authorizing the Western Turnpike Golf Course to issue requests for proposals for two fairway mowers and turf grass sprayer, as recommended by the Director of Golf.

  5. Consider approving modifications of the 2024 adopted budget under NYS Town Law § 112, as recommended by the Fiscal Officer.

  6. Consider waiving the building permit fee associated with fire damage at 6640 Fuller Station Road, as requested by the Chief Building and Zoning Inspector.

  7. Consider approving numerous appointments/promotions, as recommended by the Comptroller/Director of HR.

Meetings of the Town Board are held at the Guilderland Town Hall Board Room, 5209 Western Turnpike Guilderland, NY 12084 and the public is encouraged to attend.

Members of the public may also watch the meeting on live stream on the Town website.

In addition, the public may listen and view the meeting on Verizon channel 34 and Spectrum channel 1303.
