• Consider appointing Jacob Crawford as a Town Council member for a term ending on December 31, 2022

• Public Hearing on a proposed local law to adopt rules and regulations for the protection and preservation

• Agenda:

• 1. Presentation of the Town's 2023 Tentative Budget.

• 2. Consider approving new water "overage" rates as recommended by the Superintendent of the Water & Wastewater Department.

• 3. Consider scheduling a public hearing for November 15 at 7pm on a proposed local law to amend fees in Town Code Chapter A285.

• 4 Consider adopting rules of public conduct and rules of procedure for public bodies.

• 5. Consider appointing the following individuals to the Comprehensive Plan Update Committee:

• 7. Consider authorizing the Guilderland Town Court to apply for a JCAP grant in the 2022-23 grant cycle up to $30,000 as requested by the Town Clerk and Clerk of the Justice Court.

• 8. Consider authorizing the expenditure of American Rescue Plan Act funds as recommended by the Building Maintenance Supervisor and Fiscal Officer as follows:

  $28,091.63 (estimated)       Town Hall first floor carpet replacement

  $7,356.00 (estimated)          Town Hall lock replacement

• 9. Consider authorizing the Town Supervisor to enter into a professional services agreement with CHA Companies for engineering services associated with TIP Number A604, PIN Number 1085.49, a project involving sidewalk construction on the east side of Carman Road between Western Avenue and Old State Road, as recommended by the Town's Grant Writer.

• 10. Consider authorizing the Town Supervisor to enter into a professional services agreement with Creighton Manning Engineering, LLP for engineering services associated with TIP Number A604, TIP Number 1085.49, a project involving the replacement of a Town-owned culvert on Grand Street in the Village of Altamont, as recommended by the Town's Grant Writer.

• 11. Consider authorizing the Town Attorney and Building Department to take appropriate action, including an enforcement proceeding in State Supreme Court, to remedy violations of the NYS Property Maintenance Code as requested by the assigned Building and Zoning Inspector.

• 12. Consider authorizing the release of escrow in the amount of $215,512.89 for pavement repair, porous pavement cleaning, pavement repair, pavement and top course, and retaining walls for the Winding Brook Drive Apartments, as recommended by Comptroller's Office.

• 13. Consider accepting the proposed dedication of an easement for a water line on West Old State Road as recommended by the Town Planner.

• 14. Consider the provisional appointment of Mansi Parmar to the position of Senior Planner.

• 15. Consider the following appointments to the Board of Assessment Review as recommended by the Assessor:

  Teresa Freeman October 1, 2022 to September 30, 2027

• 16. Consider approving "Plum Lane" as the name of a private lane at 6185 Johnston Road as requested by the Assessor.

• 17. Consider approving, pursuant to NYS Town Law § 112, modifications to the Town's 2022 budget as recommended by the Fiscal Officer.

This meeting of the Town Board shall be held at the Guilderland Town Hall Board Room, 5209 Western Turnpike Guilderland, NY 12084 and the public is encouraged to attend.
