The single agenda item is a "Request to Amend" the Eugene Napierski Minor Subdivision Final Plat (2001) in Association with a Proposed 2-Lot Minor Subdivision at 15 Dutch Hill Terrace. 

A two-lot minor subdivision application was submitted for a property at 15 Dutch Mill Terrace on 2.10 acres in the R20 District. The parcel is located within a previously approved 4-lot subdivision (Napierski Subdivision) that dates back to 2001.

As part of the 2001 Napierski Subdivision the Planning Board imposed a condition of final plat approval that prohibited any further subdivision of lots. Prior to the Planning Board commencing their concept plan review of the proposed 2-lot minor subdivision the Planning Board will need to determine whether they will support or oppose removing the plat note from the 2001 Napierski Subdivision, which prohibits further subdivision of lots.

The applicant for this "Request to Amend" are Anthony and Despina Hazapis, no relation to the Napierskis other than they are looking to purchase property from Michelle Napierski-Prancl and Andrew Prancl who own Lot 15. Eugene Napierski owns Lot 1 and Lot 11 on Dutch Hill Terrace.  Christine Napierski owns Lot 3.

Christine Napierski recently resigned as a GCRG Steering Committee member to seek election to the Guilderland Town Board. Michelle Napierski-Prancl is her sister and Eugene Napierski is her father.

The agenda materials do not specify why this "Request to Amend" is being made and presumably that will be discussed at the Planning Board meeting.

Governor Cuomo’s Executive Order No. 202.1 related to COVID-19 allows for the attendance of meetings telephonically or other similar service and says,

"Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed;"

Pursuant to Governor Cuomo’s Executive Orders related to COVID-19 the meeting will be held via Zoom instead of a public meeting open for the public to attend in person. Members of the public may watch the meeting on live stream on the Town website.
