At this Town Board Meeting there will be two different meetings, the annual Organizational Meeting and the January Regular Meeting.
In the Organizational Meeting there are as of this posting 14 items on the agenda:
1. Consider approving Schedule A's listing of appointments for one year terms, except as noted, and authorizing the Town Supervisor to make provisional appointments.
2. Consider designating First National Bank of Scotia, Key Bank, Citizens Bank, Pioneer Commercial Bank, NBT Bank and M&T Bank as the Town's official depositories.
3. Consider authorizing the Town Supervisor and Town Comptroller to invest Certificates of Deposit in designated official depositories with a third party holding the securities.
4. Consider authorizing the Town Supervisor and Town Comptroller to sign checks for the Town.
5. Consider designating Adirondack Mountain Engineering, PC; Barton & Loguidice, DPC, Boswell Engineering; CHA Consulting, Inc; Creighton Manning; Delaware Engineering, DPC; Greenman-Pedersen, Inc.; Insite Northeast Engineering & Land Surveying, P.C.; Lansing Engineering, PC; and Spectra Environmental Group, Inc. as Town-designated engineers.
6. Consider adopting Schedule B's meeting schedules for the Town Board, Planning Board, Zoning Board of Appeals, Conservation Advisory Council, Industrial Development Agency and Development Planning Guilderland Town Board Page 1 of 3 Meeting Agenda - 01/05/21 Committee (as needed).
7. Consider authorizing use of the 2021 IRS approved mileage rate for reimbursing Town employees when authorized to use private vehicles on Town business.
8. Consider adopting Schedule C's designation of Fire Wardens, Fire Investigation Team, and Fire Inspectors for 2021.
9. Consider designating the Town Supervisor as Affirmative Action Officer.
10. Consider designating the Town Supervisor as Emergency Response Officer.
11. Consider adopting Schedule D's designation of Town Board members and officials as liaisons for 2021.
12. Consider designating The Altamont Enterprise and Times Union as the Town's official newspapers.
13. Consider approving Schedule E's 2021 holiday schedule for the Transfer Station.
14. Consider approving Schedule F's holiday schedule for non-union employees (except Transfer Station). The holiday schedule of union employees is per collective bargaining agreements.
The January Regular Meeting includes 5 items on the agenda and a general public comment period at the beginning of the meeting.
We encourage residents of Guilderland to call in and make public comments and also want to bring your attention to the following items:
1. Consider adopting the draft resolution suspending the requirement to file renewal application for certain property tax exemptions as recommended by the Assessor.
2. Consider adopting the draft resolution for funding of the Old State Road sidewalk.
3. Consider approving the Conservation Advisory Committee's 2020 Report and authorizing its filing with the Commissioner of NYS Department of Environmental Conservation.
4. Consider waiving the building permit fee for repairing the roof at the Town's record storage facility at 1515 Western Avenue as recommended by the Building Inspector.
5. Consider authorizing the Water & Wastewater Department to solicit bids for granular activated carbon and chemicals for treating water in 2021 and 2022.
Governor Cuomo’s Executive Order No. 202.1 related to COVID-19 allows for the attendance of meetings telephonically or other similar service and says,
"Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed;"
Please be advised the January 5, 2021, Town Board meeting will be held via Zoom. Because of technical issues with broadcasting Zoom meetings on cable, this Town Board meeting will only be broadcast live on the Town's website with live public comment received by calling (518) 579-3721 during the meeting. To avoid unnecessary in-person interactions, other board members are remotely appearing.
